Funcionario de la compa\u00f1\u00eda inglesa de ferrocarriles fue enviado a trabajar a Buenos Aires donde continu\u00f3 desarrollando su otra pasi\u00f3n: el foot-ball en el club Ferrocarril Oeste. Por entonces la vinculaci\u00f3n comercial entre Buenos Aires y Montevideo de la empresa brit\u00e1nica que desarrollaba la actividad del transporte sobre rieles ambientaba el traslado de funcionarios de una a otra orilla, as\u00ed como el intercambio futbol\u00edstico. En 1909 se disput\u00f3 en Buenos Aires la \u201cLiga Ferrocarril\u201d donde concurri\u00f3 Pe\u00f1arol que jug\u00f3 la final ante Ferrocarril Oeste. Fue entonces que <strong><a title=\"Jos\u00e9 Antonio el \u201cMaestro\u201d Piendibene\" href=\"https:\/\/www.padreydecano.com\/cms\/idolos\/jose-antonio-el-maestro-piendibene\/\" target=\"_blank\" rel=\"noopener\">Piendibene<\/a> observ\u00f3 jugar a un futbolista distinto en la mitad de la cancha. Bajaba la pelota al piso en su zona defensiva y sal\u00eda jugando sin bombearla con un puntazo hacia delante, como se usaba en la \u00e9poca. Intuy\u00f3 que all\u00ed estaba su compa\u00f1ero ideal para el juego que \u00e9l desplegaba con la delantera en abanico y pidi\u00f3 que fuera incorporado.<\/strong><\/p>\n<p style=\"text-align: justify;\">Harley acept\u00f3 venir a trabajar a Montevideo y jugar en Pe\u00f1arol. <strong>Su presencia como eje medio en el centro del campo, sumado a Piendibene en el ataque, complet\u00f3 el cambio del futbol uruguayo que se hab\u00eda iniciado con <a title=\"Juan Pena\" href=\"https:\/\/www.padreydecano.com\/cms\/editoriales\/juan-pena\/\" target=\"_blank\" rel=\"noopener\">Juan Pena<\/a>.<\/strong> El escoc\u00e9s Harley se convirti\u00f3 en el primer extranjero que ense\u00f1\u00f3 a jugar en Montevideo integrando<strong> el formidable equipo de \u201clos maestros del once\u201d de Pe\u00f1arol<\/strong>, ambientando la explosi\u00f3n de la generaci\u00f3n del 12 del futbol uruguayo que llev\u00f3 el sello de Pe\u00f1arol y las ense\u00f1anzas de Harley.<\/p>\n<p style=\"text-align: justify;\">Harley se consagr\u00f3 campe\u00f3n uruguayo en 1911 y 1918 y entre 1909 y 1916 defendi\u00f3 a Uruguay en 21 partidos logrando la Copa Newton que permit\u00eda la presencia de futbolistas no nativos en las selecciones. Jug\u00f3 hasta 1920 momento en que fue distinguido, con 34 a\u00f1os, como <strong>Socio Honorario<\/strong>. El 19 de junio de 1951 se le tribut\u00f3 un homenaje en el Estadio Centenario al que asistieron 45.000 personas.
